I really didn't think very much of Penang, I stayed in Georgetown and half of the town is really run down, the other half has expensive bars, cafes and clubs. There isn't much choice for eating out and the town itself is fairly boring. At night time I found it a bit scary as we had a drunk man following us for ages and had to run and hide to get rid of him and there was also a lot of prostitutes out on the street. We took a bus during the day to the beach which was about a 45 minute bus journey from Georgetown. The beach was nice and there was also the option to do water sports there at very good prices. They had a banana boat, jet ski's and para sailing each for under $20. There are also some lovely places to have lunch and a night market that you can have a walk along on your way back to Georgetown. I think I would recommend staying by the beach instead of Georgetown and just catching a bus to the city if you wanted to have a look around, but in Malaysia there are so many other really fab places to go and Penang, in my opinion, isn't one of them.
