This seashore region has been very famous for a long long time, which could be the answer for why it is always crowded and a bit dirty here. However, there are a lot of private companies taking care of a certain zone on the beach like Bien Dong, Intourco, Binh An etc. and there is also a tourist zone just for upper class vietnamese people and foreigners, which is supposed to be very clean and not too crowded. Of course you will have to pay a lot more than just in any normal resorts and I would say it is not so sure that you will receive a better service than elsewhere.
