Pollution - a matter of perspective?

Mexico City has some of the worst pollution I have seen. My first view of the city was from the airplane as we descended into a brown cloud, underneath of which was Mexico City. The first time I visited, they must have had an inversion because while standing at the edge of the zócalo, I could only see about 1.5 blocks before the rest of the city vanished into the haze. The next time I visited, visibility was better, but my throat still began to feel raw and my lungs burned after the first day. I have been told by some that the pollution here is equivalent to smoking three packs of cigarettes a day, but I have yet to confirm that with any scientific resource.
